The Australian skipper has claimed 309 Test scalps in 71 appearances with an average of 22.10.
Australia's selection chief the selector has confirmed that pace spearhead Cummins will be a central figure in the forthcoming Ashes series.
There were concerns that Cummins might be unavailable due to a stress fracture in his back that remained unresolved.
Initial reports from the squad suggested no definitive call had been made regarding whether he would play, with the five-Test series kicking off on 21 November in the WACA.
The selector shared that Cummins is "building up" and remained hopeful about the likelihood of taking part.
"We're aware that time is getting short and there are permutations around that, not only the back issue, but other factors as well," the selector added.
"The outlook is good. [We are] really confident that he'll participate in a significant role. Hopefully from the opening match. If not, we'll adjust."
Previous Setbacks
The captain missed Australia's limited-overs series against India and New Zealand in the previous weeks after examinations confirmed a stress reaction in his back.
There is a track record of spinal problems, with setbacks in 2012-13, 2013-14 and 2015-16 causing him to miss three Australian summers in four years.
He emphasized he would be bold in recovery efforts in his comeback strategy to ensure his availability for the Ashes.
Bailey noted that it was unclear if he had started his bowling workouts as part of his rehabilitation but conceded it was "pressing" for him to recover fully for the initial match.
Backup Options
In case of absence, ex-skipper Smith will assume leadership.
All-rounder Cameron Green was withdrawn recently from the ODI lineup for their limited-overs matches against the subcontinent side as a preventive step because of an abdominal issue.
The selector characterized it as a "minor" injury and confirmed that Green will play in the Sheffield Shield, so will be "ideally positioned to be ready to bowl."
"Extensive planning has gone into creating the schedule for him to be available for the opening match as an all-rounder," Bailey explained.
"His involvement was limited to the starting games anyway. The way he swings the bat in limited-overs, should it hinder progress for a short period, we opted to take a cautious route."
